Sub: Issue of advance Pass from next year’s account.

Privilege Pass/PTO/Post Retirement Complementary Pass from next years account should be issued 5 months in advance.  ( one month more than the advance reservation period)

RBE No. E(W) 2007/PS 5-2/4 Misc dated 25-08-2015

Sub: Entitled members of family and dependent relative on Privilege Pass issued to widows appointed on Compassionate grounds.

It is clarified that if a widow appointed on Compassionate grounds exercise the option to avail pass facilities as a Railway servant, she is entitled to Privilege Pass/PTOs along with her family members and dependent relatives in her capacity as Railway servant. She is also permitted to include her widow mother-in-law in the pass in terms of Advance correction slip No 37 Pass rules, issued vide Board’s letter E(W) 2001/PS 5-1/3 dated 24-09-2001.

Sub: Inclusion of married mentally disabled son of serving/retired railway employee in in Privilege / Post Retirement Complementary Pass- Clarification.

It is clarified that there is no bar in inclusion of married mentally disabled son of serving/retired railway employee in in Privilege /PTO/ Post Retirement Complementary Pass provided they are fully dependent on the Railway servant. It is however clarified that this facility is not available for spouse of invalid dependent member/ dependent relative in case of serving railway servant.

Sub: Extending the validity of full/half sets of privilege Pass, Post Retirement Complementary Passes, Widow Passes and PTOs.

Standing instructions were issued vide Board’s order dated 26-03-2012 that the validity of full/half sets of privilege Pass, Post Retirement Complementary Passes, Widow Passes and PTOs will be one month more than the Advance Reservation period, in general from the date of issue. It is further clarified that if the Advance Reservation period is reduced in future, the validity of Passes/PTOs will not be less than four months.

The validity period of year ending passes/PYOs, it is clarified that the same shall be the validity period admissible on 31st December of respective calendar year.

Sub: Renewal of family Identity Cars to retiring/retired railway employees.

In terms of Board’s instruction dated 24-08-2006, family Identity Cars to retiring/ retired railway employees are to be renewed every 7 years. It is decided by the Board that validity of family Identity Cars to retiring/retired railway employees and widows of railway employees will now be for life time instead of 7 years. Other terms and conditions laid down in Board’s letter dated 04-06-2003 will remain the same.

E(W) 2012/PS 5-1/5 dated 05-07/08-2014

Sub: Grant of full sets of Post Retirement Complementary Passes to erstwhile Group D staff after 20 years of Railway service.

All the posts carrying GP 1800 in PB-1 ( 5200-20,000) have been classified as Group C post, except person placed in higher GP/Pay Band under in-situ Promotion scheme /ACP or MACP Schemes who will continue to  retain the classification of their basic posts ie. Group D.

Since the said orders are effective from 08-01-2010, employees in GP Rs 1800 retired on or after 08-01-2010 are automatically eligible for PRCP/Widow pass as per Group C entitlement.

However, the incumbents of erstwhile Gr. D posts are to be placed in above Gr. C post, subject to fulfillment of conditions regarding minimum educational qualification/ retraining and accordingly, those retired while holding the group D scale/ post cannot be treated as at par with group C employee.

Sub: Entitlement for 1st class Passes on being medically decategorised and Inter Railway Request Transfer.

It is clarified that the essence of the letter dated 10-09-2013 is that the pass entitlement of railway employee will remain same even if they are transferred on inter railway request transfer.

Accordingly, the railway employees who have been transferred on inter railway to posts carrying lower scale with pay protection and are already entitled to 1st class pass shall also be eligible for 1st class Pass, irrespective of their eligibility in terms of Bd’s letter No E(W) 2008/PS 5-1/38 dated 06-01-2011.
